Just Where is Thangso Anyway?
AS THE WHIRLING wind of the legislative assembly election starts blowing, stories of ministers promising hefty developmental funds and distributing the popular ‘red shawls’ among the deserved lots begin to do the rounds this time over again. I fail to grasp the reason why this hullabaloo has to wait all these four years only to be revived now. And at the end of every five years, the same old story continues.
They said this is politics, this is Manipur. And worse, this is outer Manipur. I hope I don’t get that wrong.
When I was a small school kid, I dreamt of becoming a politician one day. I could see just how mighty politicians were, with myriad of ‘yes’ men hovering around, and a substantial amount of money at their disposal. They were being venerated as idols and everywhere they went, they carried the airs of a celebrity. Oh, how I wished I could become one someday! However, this perception began to drift away as time went on. Be it politics or politicians themselves. We were told that ‘politics’ is the art and science of governance, and that government must be people-oriented, transparent and efficient. But from our own experiences we come to learn that politics is a dirty game, an arena of the struggle for power and more powers. And the essential qualities for any political system like people-orientation, transparency and efficiency don’t seem to find their place in the present state of affairs. Politics tend to be considered as a mere means of securing income. Or let me put it quite this way: it is a means of occupation. Now, this is the politics of Manipur I am talking about. This is how politics has been played in Churachandpur. You grab it, you have it, and you want to have more.
Singngat happens to be one of the most devastated arenas where political gladiators – using ethnicity as a political tool to mobilize support and gain power – are engaged in a real mortal combat. Their games are pretty high, played by maverick players. With eyes wide shut, the people followed the path laid by the leaders at any cost, to any extent, and in the process they went too far without knowing the fact that an iron curtain had descended across them marking a wide communal divide. The rule is clear here. You are a Paite, go for him. You are a Zou, go for him. You are a Thadou, go for him. Perhaps, that day isn’t too far when the ‘go’ gets changed to ‘kill’. (Hey, that thing happened once or twice in the past, right?)
From Gouzadou to Thangkhanlal down to N. Zatawn, et seq., I had watched them grace social functions, misleading the public with ornate promises which were never really realized. They emanated supreme control over the hypnotized crowd who were swaying and applauding with the promise of a better tomorrow, and of building Singngat into a kind of "New Jerusalem." Their motives were to garner vote banks. Just that. When the results were out and all things said, the newly elected MLA zoomed down the Imphal valley reneging on the promises he had made to the people. But long after the excitement died down, the innocence still lingered in the minds of the people. And they still continued to hope that their representative would, somehow, make a noble appearance once again to shower upon them the light of the new age he had articulated sometime before with fervid eloquence.
Their wait seemed to last an eternity.
Nothing has changed. Singngat still lays a moldering ruin. In fact, the 1997 ethnic clash has left a clear mark on these once beautiful, serene Singngat highlands - dark and deep. Through this day the people of Singngat, who are now scattered across the globe, still recall with fond memories the good old days when peace and tranquility prevailed. Life was so good and the town was prospering exceedingly well, with different ethnic people living together harmoniously. Oh, but those were days never to be seen again.
A decade has passed. Yet the breaking of the dawn is still a far cry for the poor Singngatians. Apparently, they are lying low awaiting the return of better times. Here I am, lost in reverie, looking out over a now-turned-into-a-small-hamlet so quite and still and dark it could well have been a sort of post-apocalyptic. And the words on the street are clear. Empty. Desolate. Neglected. Abandoned. The government machinery has completely collapsed and there is little, or no, sign that this place is part of the Indian state. Gone are the days when well-equipped doctors and nurses attended to patients under the sprawling expanse of the hospital building in downtown Singngat. The building is now a little more than a colossal wreck, standing in a forgotten corner, slowly wasting away as time goes by. The Singngat SDO office complex had given out long ago and the office guys had been working somewhere in New Bazar, the heart of the district headquarters for quite sometime. The situation now begins to improve a bit. But the SDC, who is in-charge of the office, still continues his oh-so-religious trait. He seems quite reluctant to miss the Sunday worship services at home. I am wondering what future has in store for those poor students whose school – the Singngat Govt. High School – had been occupied by the Army though it may seem a fringe benefit for the teachers working there. And the people would call it their lucky day when doctors made an occasional fleeting visit, that too once every two months or so.
Obviously something is wrong somewhere. But in the end who gives a damn anyway? Water scarcity and dilapidated Singngat-Lamka road condition had been grappling the people of Singngat since time begun. I am aware of the hardships people have to undergo in fetching water to as far away a tiny stream as over one to two kilometers, everyday, which is flowing in barely more than a trickle. I am aware of the overwhelming fear and uncertainty that is running through their minds when people take a bus ride down Tedim Road, especially during the rainy season. Through this day, the infamous ‘Zezaw tou’, the most terrible part of the Tedim Road stretch, continues to haunt travelers using the roadway. Just imagine how the bus fares between CCPur-Imphal (over 60 kms.) and CCPur-Singngat (barely 30 kms.) could be the same. But their deafening voices are unheard, their dying cries are disregarded.
Meanwhile, Thangso Baite, the constituency’s MLA, resurfaced on the limelight recently after having been hibernating for years, with a far different reason. While the people are wailing with a soulful anguish over their condition, the MLA seems just as interested in conferring meritorious awards to the successful first class candidates of this year’s HSLC examination from within the constituency. And that too within the comforts of his posh home in Lamka. His passionate interest in education may be attributed to his having an MA degree and his serving as the principal of Christian English H/School in Sugnu in the early eighties. In the meantime, 22 villagers of the sub-division are being incarcerated somewhere deep within the Myanmar’s military regime. The safe return of these men to their loved ones depends entirely on the diplomatic policy of the MLA, only if he is still the same ‘master strategist’ as he had been in the 2002 election. In some way, his assumption of power quite reminds me of the way Benito Mussolini rose to power way back in 1922.
After having been elected as the MLA, Mr. Baite has made just two visits to his constituency till date. That’s a whole four-year period. The fact is that he just made occasional noises to demonstrate that he is still there, somewhere, chilling out. The first visit was in early 2004 and the last one was in April 23, 2005 as part of the CM team, where the CM laid the foundation for a 33 kV sub-station in Singngat. And everybody knows that the project wouldn’t be completed till the foundation stone withers away. Yet, the Singngatians still have a reason to smile amidst the hype. During the recent Assembly session, Shri Devendra Singh, the then Works Minister, in an answer to a question posed by the MLA, announced that – a whopping – Rs. 112.04 lacs has been spent in Churachandpur to Singngat road construction for the last three years. Plus, the CM, on the occasion of the Congress Workers’ Meet held in Lamka on June 10, 2006 said that a sum of Rs. 2.5 crores has been sanctioned on Singngat-Lamka and Lamka-Sugnu roads combined.
And now all I can ask is just what the hell are the CM and the Works Minister talking about? The above-mentioned amounts could nowhere be seen in the entire 30-km stretch of road from Lamka to Singngat. Where has Thangso Baite been all these years? Perhaps, if he made just one last appearance to the people of Singngat and see their conditions with his own eyes, that would sure bring a sigh of relief to the people, even if it’s for a fleeting moment. The people, bogged down by neglect, deprivation and hopelessness over the years surely know not to ask for more. Just one more visit and they would gladly clap their hands. And he would, perhaps, win his second term hands down.

Imphal, June 04 2009: GOC 57 Mountain Division Maj Gen Shakti Gurung today handed over the third phase of the Thinghat Model Village which includes a football stadium and sports centre, to the people. The Model village constructed under the military civic action project is said to be a dream project of the then Army Chief General JJ singh, who had himself inaugurated the first two phases of the project in June 2006, according to a PIB (DW) release adding that with the completion of the third phase the entire model village project under 'Op Sadhbhawna' has been materialised. In the first phase, boys and girls hostel and vocational training centre were developed with the second phase initiatives covering renovation of the community hall, water harvesting, supply scheme and provision of books for the library, the release informed. Maj Gen Shakti Gurung, a keen sportsman himself, during the handing over speech reportedly urged the locals, especially the youths to utilize the facilities in honing their sporting talent in addition to expressing hope that the remote village will someday be able to produce sportsmen of national and international repute. The GOC also kicked off an inter-village football tournament organised by the 30 Assam Rifles to commemorate the occasion.

Imphal, June 4: The GOC 57 Moutain Division, Major Gen. Shakti Gurung today handed over the third phase of the Thinghat Model Village, Military Civic Action Action Project to the Locals, informed a press statement issued by the PIB Defence Wing.
It said that developing insurgency torn Thinghat as a model Village was the dream of the Ex- Army Chief, General JJ. Singh, who had earlier inaugurated the first two phases of the project in June 06. the statement further said that with the completion of the third phase of the rpoject, the entire model village project under ‘Op Sadhbhawna’ has been completed. In the first phase Boys and Girls hostel and vocational Training centre were developed and in the second phase Reonvation of the community hall, water, harvesting, supply scheme and provision of books for the library were carried out stated the released.
It further stated that the GOC, VSM a keen sportsman himself, while handling over the third phase, which includes a football stadium and sports centre, urged the locals, especially the youths to utilize the facilities to hone their sporting talent and expressed hope that the remote village would someday be able to produce sportsmen of national and international repute. The general also also kicked off the inter village football tournament which was organized by the 30 Assam Rifles to commemorate the occasion said the statement and added that the locals expressed their heartfelt gratitude to the GOC and Commandant of the 30 Assam Rifles for their unfettered support to the village of the Thinghat sub-subdivision and promised unflinching supports in defeating the menace of insurgency and bring back normalcy to the area.

This is in reference to the June 5, 2009 news report, “Sports facility inaugurated” regarding a PIB release stating that the entire model village project under 'Op Sadhbhawna' has been materialised in Thinghat [“GOC hands over model village” regarding a press statement issued by the PIB stating that the Thinghat Model Village, Military Civic Action Project is completed]. Well, I guess this report must be talking about Singngat. I really don’t know since when it became Thinghat. Some go as far as to call it Singhat. Let the authorities please take note that it is, and always, Singngat.
I want to take this opportunity to thank the Ex-Army Chief, General JJ Singh for his vision, dream and humanitarian work he has done for the people of Singngat. Also I would like to thank the Army for wiping militants the hell out of Singngat and for restoring peace and stability in the area. And I want to thank them for promoting social progress and development through this MCA project in this far-flung corner of the world, Singngat, which had long been seen merely as a political battlefield to capture loyal votes by politicians. Surely, the Army has outperformed the politicians here.
Launched in 2005, the Singngat MCA project proposed to invest Rs. 2,78,50,000 over the next three years or so on human resource development, educational enhancement, women empowerment and infrastructure development. Some of the components of the scheme have been implemented but, most of them are at best an unfinished agenda. It is the people’s wish that the Army continues to do the good work of completing the unfinished tasks, at the same time maintaining the finished projects so that Singngat could, in reality, serve as a springboard for empowering the untouched, but unquiet hills beyond. This, I think, has been the cherished dream of Gen JJ Singh.

This is in reference to the June 5, 2009 news report, “Sports facility inaugurated” regarding a PIB release stating that the entire model village project under ‘Op Sadhbhawna’ has been materialised in Thinghat. Well, I guess this report must be talking about Singngat. I really don’t know since when it became Thinghat. Some go as far as to call it Singhat. Let the authorities please take note that it is, and always, Singngat.
I want to take this opportunity to thank the Ex-Army Chief, General JJ Singh for his vision, dream and humanitarian work he has done for the people of Singngat. Also, I would like to thank the Army for wiping militants out of Singngat and for restoring peace and stability in the area. And I want to thank them for promoting social progress and development through this MCA project in this far-flung corner of the world, Singngat, which had long been seen merely as a political battlefield to capture loyal votes by politicians. Surely, the Army has outperformed the politicians here.
Launched in 2005, the Singngat MCA project proposed to invest Rs 2,78,50,000 over the next three years or so on human resource development, educational enhancement, women empowerment and infrastructure development. Some of the components of the scheme have been implemented but, most of them are at best an unfinished agenda. It is the people’s wish that the Army continues to do the good work of completing the unfinished tasks, at the same time maintaining the finished projects so that Singngat could, in reality, serve as a springboard for empowering the untouched, but unquiet hills beyond. This, I think, has been the cherished dream of Gen JJ Singh.

Remembering July 7, 1997
It was July 7, 1997. The day time stood still. The day Singngat started treading the path of degeneration. Never to revive its glory again.
It was on this day that the fiercest battle during the Kuki-Zomi ethnic clash (1997-98) was fought. Heavily armed Kuki militants savagely attacked the once peaceful and quiet town of Singngat from around 8.45 am, shooting randomly at people and burning down houses. More than 150 houses were burnt, 18 people including women and children were killed, and 3 injured. The attack dragged on for over four hours.
They left when they were done with their murderous deed. And what remained was a devastated town, covered in ashes. Thus began a new chapter – the darkest chapter – in the history of Singngat. The Fall of Singngat.
Here’s a salute to the brave souls who gave their life for the cause of Zomi and Zogam. May their souls rest in peace.

A brief overview of the Kuki-Zomi Ethnic Clash (1997-98)
From June 1997 to October 1998 two ethnic groups in Churachandpur District in Manipur, India, the majority Zomi group and a minority group, the Kuki, were involved in an open conflict. According to the Manipur government's official record, the clash claimed the lives of 352 persons, injured 136 and reduced 4670 houses to ashes. Independent sources revealed that over 50 villages were destroyed and some 13,000 people were displaced. The majority moved to areas surrounding Lamka, the district capital of Churachandpur and Mizoram, where they were housed in makeshift refugee centres in schools, hospitals, and other buildings. Several hundred Indian Army soldiers were moved into Churachandpur with the purpose of restoring order. This was not successful, however, and outbreaks of violence continued until the church brokered a ceasefire in October 1998.
The immediate cause of the Kuki-Zomi conflict was the June 24, 1997 Saikul incident. 11 Zomi innocent villagers were lined up and killed by the Kuki National Front (President), a Kuki insurgent group. Following this, communal violence erupted and swept the entire district.
The early 1990s saw an increase in the population of the Kuki refugees, originally displaced from the north of the state as a result of the Kuki-Naga Conflict (1993), in Churachandpur district. Then came along different factions of the Kuki arm groups. They began extorting moneys, kidnapping businessmen thereby disturbing the existing order of things. The Thadou tribe started imposing the nomenclature “Kuki” upon the different tribes of the district. At the same time, Zomi-centric identity consciousness began to develop among the Paite, Zou, Simte, Vaiphei, and Tedim-Chin tribes. Zomi Re-unification Organisation (ZRO)and its armed wing, Zomi Re-unification Army (ZRA) was formed. The objective of the ZRO/ZRA is to protect the interests of the Zomis from the ‘onslaught of any community or group’. (Another objective is to bring all the Zomi people, divided by artificial State boundaries in various countries, specifically in Myanmar (Chin State), India (Manipur and Mizoram) and Bangladesh (Chittagong Hills Tracts), together under one administrative unit, a ‘Zogam’, which means ‘land of the Zomi’ under the Indian Union.)
Tension grew between the Kukis and the Zomis. Sporadic gunfight between the the KNFs and ZRA occurred. Then happened the June 24, 1997 Saikul incident. And the rest, as they say, is history.

It was Sunday, February 18, 2007, and the time was exactly 1:48 pm.
A debit card purchase of Rs. 3,990.00 at Daksh Solution? For a brief moment, I felt as if I were wandering in a dream. Soon, I began to realize that this was real.
What the hell’s going on? I was sleeping the whole morning. How could I possibly go out and make a purchase? Did they send a wrong message to a wrong number? My debit card was in my wallet, safe and sound. But hey, where's my wallet? I suddenly sprung up from my bed and reached for the place where I always keep my wallet. Empty. I shook my head in disbelief. Again it was empty.
I was caught in a whirlwind of confusion.
I searched all the possible places where I might have left the wallet. The movement was hasty and rough. Rummaging, turning things over, pushing things aside, emptying contents. I had literally checked every possible place. Still no sign of it. I even called a friend who I went over to his place the previous night in hopes that I had dropped it somewhere around his room. Negative. It could have been that it slipped off on my way back home, though that still didn't seem likely to me since my wallet was securely tucked away in my back pocket, and I knew for sure it was still there when I reached my room. Yes sir, it was there last night – for I took out the key from my wallet to unlock my door. I was starting to believe it was stolen rather than me simply leaving it somewhere. I finally gave up the search.
My wallet's gone. And my world swirled into darkness.
I fell down upon my bed in bewilderment. I just laid there for what seemed like hours. I felt so dumb. I blamed myself for being so careless. This was the second time my wallet got stolen. I was pick-pocketed for the first time in the fall of 2004 at the infamous busy Sunday Market near Lal Qila, Delhi. They were professionals. I couldn't have really taken care of myself better. But now this happened right inside my room. My goddamn room. And all the while I was sleeping like dead.
Weekends are my off days. My roommate went out around 10:30 am that particular day, and I didn’t lock the door from inside. Hence, the raid must have taken place sometime between 10:30 am and 1:00 pm. If someone had indeed entered our room during that time, why would he choose to take 'only' the wallet? Most importantly, how did he manage to pick it up from a place so secure and safe? He came in quietly, took the wallet from its hiding place, and left. There was around Rs. 1000 in it, an ICICI debit card, a driving license registered in Manipur which my parents sent to me only a couple of weeks ago, visiting cards, passports, some pictures, and all. My cell phone and other valuables were left untouched.
I immediately called ICICI customer care, got my card blocked and requested for a new one.
It dawned upon my mind that the whole operation must have been planned far in advance. He must be someone who is well aware of our schedule – who knows the time when my roommate would be away, and when I would still be buried in deep sleep all alone with an unlocked door. He must be someone who 'knows' the patterns of our room, where we keep things and where I would always leave my wallet and all. Indeed, he must be a really clever punk.
I was seething with anger thinking about the way this guy slipped into my room, stole my wallet, swiped the hell out of my card, and enjoying my money like a big fat slug.
At this point, I honestly had no clue who the culprit was and was still quite shocked by the whole thing. I had to flip back and catch up on clues. Any clues. It was broad daylight, there was no damage, and so the possibility of the involvement of a local goon was ruled out. Must be one of us. He used my debit card to make a purchase at Daksh Solution. He didn't have to know the PIN. Just my name. Smart kid. And where the hell is that Daksh Solution? What does it sell? I was becoming more and more dazed as I struggled to find further clues and piece them together. But all these led me to nowhere.
I literally gave up the hope of getting back my money. Adiós, oh precious wallet of mine. May God bless whoever keeps it.
Two days passed. On Wednesday, February 21, Robert, a friend, came to me and said, "My sisters have just told me that this guy down the road was selling them a newly bought Motorola phone the past Sunday. I think the cost of that phone is Rs. 4,000. Isn’t that the amount swiped out of your card?"
“Yeah. Who is this guy?”
“That I won’t tell yet. We’ll meet him first.”
“And do what?”
“I don’t know. It’s highly likely that he’s the one who took your ATM card. We will investigate.”
“But, we didn’t see him take the wallet. We have no evidence.”
At first I was hesitant but Robert was quite insistent. And so we decided to go to ‘their’ place after dinner.
The room that Robert led us in to turned out to be that of my friend, Biak (name changed). I protested to Robert.
“How could he? I can’t think he would be the one,” I mumbled as Robert knocked the door. It was difficult to imagine that he, of all people, would want to steal anything from me.
When we entered, Biak was ‘unusually’ anxious and nervous. He was different tonight. He was no longer the Biak I knew. He stammered as he said, “I wasn’t expecting you. What brought you guys here?” He asked, again and again, why we were there. He was restless and kept flipping a Motorola cell phone open and close. He dared not look at me in the eye.
“You’ve got yourself a new phone, huh?” said I.
“It’s for my brother.”
Robert joined in, “How much do you pay for it?”
“Four thousand.”
“Wow! This is cool, man! Let me have a look,” said I.
The first thing I do when Biak gave me the phone was giving a missed call to my number. I saved it (it was a Hutch number). He then went to the loo. On the pretext that Robert wanted to buy the same phone, we asked his roommate when and where did he buy it. He said it was Sunday and told us the location of the shop.
After we left their place, I said to Robert, “He’s my friend. Goddamnit.”
“Yes, he WAS your friend.””
It was getting late and all the shops were already closed. We were walking along the clogged lanes of Munirka when the Sherlock Holmes in me suddenly woke up. I began to see the possibilities of Biak being the one increasing more and more. And as I started to piece the baffling puzzle together, all roads seemed to lead to Biak. First, I have to make sure that my identity is not misused. I made a call to Hutch customer care and explained the situation to the executive. I gave the exec the number from Biak’s phone. Luckily, the number was not registered under my name.
As we reached the shop where Biak seemed to have bought the phone, I looked up at the board above the door. There, printed in bold, were the words, “Daksh Solution.”
And that was the beginning of the end of our friendship.

I wrote the above piece two years ago. After all this time some nagging questions still haunt me. Whose fault was this? Was he desperately in need of money and I failed to acknowledge that as a friend which led him to the point where he would steal? Wasn’t I there for him when he needed most? I am sorry for whatever happened between us. I have forgiven my friend and want us to start over again. In fact, he’s the most caring friend that I ever have.

Why did he have to die? Was it God's plan? His time had come? 15-year-old Lianlemsiam, an orphan at Angel's Place in Lamka, passed away Dec 31, 2009. Family members are still in the dark as to what the actual cause of death was. Rumours have been circulating... Lamka media remains virtually silent. Obviously, something is seriously wrong here.
RIP Lemsiam. Lord, please be with his family.

December 2, 2009: A 15-year-old inmate of Angel's Place, a children home was admitted in the District Hospital due to internal injuries sustained in the course of punishment by his warden. The boy identified by his attendants as Lianlalsiam s/o Chinkhovung of Singngat village was admitted at around 8.30 pm on Saturday at the Medicine ward of the hospital but following discovery of his nature of injury, doctors referred him to the Surgical ward of the same hospital, source said.

The Curious Case of the Death of Siasiam
Soon, rumors began to spread and eventually reached the media. Reporters visited the boy at the hospital, took some pictures and wrote detailed reports about the incident. And yet somehow these reports never found their way into the newspapers. The manager of Angel’s Place, Ruata created a scene at the hospital as well as at the newsrooms of various local papers and cable operators, telling them not to write or broadcast anything related to the incident. He even threatened them. Which is why the incident was never reported in the local papers, except for The Sangai Express. A 15-year-old inmate of Angel's Place, a children home was admitted in the

Somehow Siasiam’s aunt got the news that their boy was admitted to the hospital following a severe thrashing and torture, and after staying there for a couple of nights, he was brought back to the home even as doctors at the hospital referred him to be treated at Imphal. She went to the home and confronted Ruata. As she was led into the room, she was shocked to see a pale delicate-looking Siasiam who was always playful and energetic, lying with urinary catheter dangling down beside the bed.She asked, “What had our boy done? What did he do to bear this?” Ruata said, “Let us not talk about what had been done. Instead, let us talk about how we should go about dealing with difficult children.”
When Siasiam’s mother visited him, she asked, “Bawi, what happened? What did they do to you?” Siasiam could not respond. He was intimidated by the presence of staffs around. He simply said, “He nu, I will tell you when I recover.”
Thereafter, family members and relatives were not allowed to visit Siasiam anymore. Wardens at the home told them that he was okay and that they did not need to worry about him. On one occasion, they said, “You can’t meet him right now, he’s busy playing football with his friends.” Poor family members believed them and went back home, thinking that their boy was fine. They didn’t hear anything back from the home.
Until December 29, 2009 when he was admitted to the Regional Institute of Medical Science (RIMS) in Imphal. Records from the hospital state the provisional diagnosis as severe anemia. Unlike the previous hospital stay, Siasiam could be with her mother this time and I guess this would mean so much to him. Venesection was done the next day as doctors failed to insert IV cannula. But his condition progressively worsened.
At 3:35 am December 31, 2009 he passed away in the loving arms of his mother. To be with the angels in heaven. The real Angels’ place. Where there are no tears, no pain, no torture, no death. Only joy and peace and love.
The body was buried in Singngat the same day without an autopsy being performed. The home made a non-examining physician write a death certificate stating that the cause of death was blood cancer and that this had nothing to with corporal punishment. Note that according to the RIMS’ Medical Certificate of Cause of Death, the immediate cause of death was pulmonary oedema and antecedent cause as anemia. No where in the record is there any indication of blood cancer.
The home gave Rs. 3000 as compensation to the mother.
Emotions betray the poor mother. She still cries today, not tears of grief, but because the death of her son makes her feel so bad and guilty that she had done nothing to save her loving son and that she was not able to be with him when he needed her most. Her son didn't get to tell her what really happened on the 25th November, 2009 at Angel's Place. Yet.
As for me, I've stopped reading Manipur Express and The Lamka Post since New Year. They don't tell stories that matter. I don't believe them anymore.

Imphal: The death of a 15-year-old boy in Manipur’s Churachandpur district after being allegedly beaten and sodomised by the warden of a destitute home has sent shockwaves across the state.
The incident comes at a time when the Okram Ibobi Singh government is busy rescuing hundreds of Manipuri children trafficked to Tamil Nadu and allegedly subjected to all kinds of harassment.
“Lianlemsiam alias Siasiam, was tortured by Cinkhanmuang, on November 28 last year. The boy’s fault was he had mimicked the warden of Angels Place, the orphanage,” claimed Lunte Samte, a key functionary of Justice For Siasiam (Delhi chapter), an NGO set up recently.
Siasiam’s brother S Phungliangsang accused the warden of kicking the boy several times and shoving an iron rod into his anus. A resident of Singngat village, the boy had to be rushed to the district hospital as his anus bled profusely. Hospital records said the provisional diagnosis of Siasiam’s injury was traced to anaemia following alleged assault. “The hospital, however, discharged him against medical advice,” Samte said.
As his condition deteriorated,he was taken to the Regional Institute of Medical Sciences (RIMS) in Imphal on December 29. “He died in the hospital two days later,” Samte said. The medical certificate issued by the hospital cited the reason of the boy’s death as immediate cause of death - pulmonary oedema and the antecedent cause – anaemia. But no post-mortem was conducted, he added. “What’s more shocking is to learn that the Angels’ Place management prepared an affidavit stating that it had no role to play, whatsoever, in the death of Lianlemsiam and no compensation can be claimed by his family,” the social activist said. If any problem arises in future, the victim’s (illiterate) mother, Chingkhovung, will be held responsible, the affidavit stated.
Chingkhovun was also made to give her thumb impression on the document. She was also compelled to believe that her son died of blood cancer and not because of severe torture and physical assault by the warden, Samte said. Following a complaint filed by his mother and huge public outcry, police arrested Chinkhanmuang on February 19.
On February 22,Siasiams body was dug out from the local cemetery and RIMS forensic experts conducted an on-the-spot autopsy. When contacted a Singngat police officer in Churachandpur said an FIR has been registered and the warden arrested. A local court has sent him to police custody. Investigation is on and necessary action may be taken against orphanage authorities as and when required, he added.
Incidentally, the Manipur Social Welfare Department treats Angels’ Place as an ‘unlicensed home’ because it’s yet to get registered under the Juvenile Justice Act. The department is also planning stern action against the house for operating without registration. It has received a report on the orphanage prepared by the Churachandpur District Child Welfare Committee. This follows a complaint lodged by the Zomi Mothers Association seeking punishment for the ‘guilty’ staff of the orphanage. “Since an investigation is on and warden has been arrested, it will be premature to make public the report submitted by the Churachandpur Child Welfare Committee,” a Social Welfare Department official said.
Efforts to contact authorities of Angels’ Place, which currently houses about 100 orphans, drew a blank.

Singngat Water Woes


Based on the information obtained from the Ministry of DoNER's website, Rs. 213.26 lakhs (2.13 cr) and Rs. 204.64 lakhs (2.05 cr) were sanctioned under NLCPR schemes for Augmentation of Water Supply at Thanlon on June 6, 2009 and Singngat on July 20, 2009. Out of these, Rs 67.18 lakhs and Rs 64.45 lakhs have been released for Thanlon and Singngat, respectively.
But no work has been started.
The Zogam MediaWatch has filed an RTI application to the Ministry of DoNER regarding these projects. Response from the Ministry is being awaited.

CCpur trio invoke RTI at Delhi
Imphal, March 30 2010: A group of people from Churachadpur district along with students pursuing studies at New delhi have approached Central Public Information Officer (CPIO) of Ministry of Development of Northeast Region (DoNER) seeking information with regard to implementation, if any, of Central sponsored schemes in Churachandpur district.
An informed source said the petitioners on March 27 filed their application to the CPIO seeking information on the status of utilization of Rs.213.26 lakhs and another amount of Rs.204.64 lakhs sanctioned for augmentation of water supply scheme at Thanlon and Singhat sub-divisions respectively, under the Non-Lapsable Central Pool of Resources (NLCPR) of the DoNER ministry.
Referring to contents in the website of the Doner ministry wherein it had been mentioned that Rs.67.14 lakhs and Rs.64.45 lakhs were released but the utilization record display nought, the petitioners including L Samte, J Tonsing and S Thomte raised posers as to whether or not the project has begun.
Invoking clause of the Right to Information Act the trio sought copies of the detailed project report of the schemes in addition to demanding information with regard to the proposed sources for the supply of water for the scheme.
"Is there any time-frame for completion of the implementation of the said projects?" also questioned the applicants.
Qquoting local villagers that the said schemes are yet to be constructed, they also highlighted that Singhat, a sub-divisional headquarters about 30 kms away from Churachandpur district headquarters, faces perennial water scarcity problem.
Further mentioning that piecemeal efforts were made in the past to mitigate water scarcity problem but to no avail, they also cited a previous scheme undertaken in the mid-90s also failing to yield the desired result as the engine (water pump) installed to supply water and store in a reservoir developed technical snag.
Detailing that hand pumps installed in the village are also defunct and no repairing works have been carried out till date by the concerned authorities, the petitioners suggested that to solve the water scarcity problem, long term measures like pumping up of water from large rivers like Tuivai or Tuitha be experimented.
School going children who are in the midst of their exams are busy searching for water when they should have been studying and the problem is so severe that taking bath even once in a week is considered a luxury, mentioned their application.
